Should I read the x-axis as "how legitimate the power is," and definitely not "how much power?"
It should be read as "how much power can the the state legitimately exercise over the individual." So it's closer to your second phrasing.I think power itself can be wholly legitimate at any level of exit, but the question is to what degree of control does legitimacy extend?
This only applies to governments inside of nutshells? (peanut shells, chestnut shells?)
